How does this work?

The WordPress.org plugin repository is open source and run on WordPress itself, meaning that it's licensed under the GPL.

This means that we can simply open up the WordPress.org code and see how the search operates under the hood to figure out what are the key determinations of plugin search success.

The tool was inspired by the great article by Vova Feldman.
